MAIN APPROACHES TO ORGANIZATION OF ASSESSMENT OF NUCLEAR MATERIALS CONTROL AND ACCOUNTING STATUS ON THE SITE

Abstract
The plans of work on the long-term support of operability of material control and accounting system include the activities directed at the functioning quality assessment and technical inspection of the system of nuclear materials control and accounting on the site (self assessment). Operability of complex systems can be assured on the assumption of effective operation of its constituent elements function effectively their appropriate interaction. The aim of assessing the control and accounting system is timely detection of deviations from normal functioning of the system or its certain elements, which may lead to reduction of effectiveness of nuclear materials protection and accounting. The main tasks of self-assessment of nuclear materials control and accounting status are to check: - support of activities aimed at prevention of unauthorized use of and unregulated access to the nuclear materials stored at the MBA of the site; - credibility of accounting data and deliverables on the nuclear materials; - assurance of nuclear materials control in the course of technological cycle; - actual quantity of nuclear materials at the MBA; - interaction of all the elements of the nuclear materials accounting and control system functioning at the MBA. Implementation of these tasks requires to specify the following: • Services and executives which assure the implementation of control functions at all levels of NM C&A system on the site; • Authorities and obligations of these executives; • Inspection interval; • Procedures, methods and programs used for controlling of the status of NM accounting, storage and use in compliance with the proscribed rules and regulations. . The report presents the approaches to implementation of one of the main elements of the program for securing stable operability of NM C&A system, namely self-assessment of NM C&A functioning.
