Lessons Learned: Online Safeguards Training With IAEA Member States

Abstract
The abrupt changes brought about by the pandemic in 2020 precipitated a drastic change in the way the IAEA and its partners undertook to provide training in safeguards implementation for States. In mid-2020, the IAEA decided to move all in-person Safeguards training courses to online training events, and embarked on the steep learning curve of transitioning to the online classroom. This paper describes the process taken to transform classroom courses for Member States to online training by following the Systematic Approach to Training, with an emphasis on the evaluation component. As part of our evaluation work, we have endeavoured to collect lessons learned and weave them into the development of subsequent courses to ensure a process of continuous improvement. As context for this process, we describe several online training events that have taken place for Member States in the past year, offering perspectives from both course facilitators, course support staff, and course participants on the overall experience of implementing online training. It is our intention to continue to share good practices with our counterparts in all training institutions to ensure that the evolution on online outreach and training continues to improve well beyond the end of the pandemic.
