Abstract
The implementation of a strengthened , more cost-effective system of international safeguards, as detailed in the IAEA's Programme 93+2, requires major changes and the development of new arrangements at the nation level. Thi paper provides a status report on the technical, legain and administrative arrangements necessary to implement this program in Japan.
