Abstract
The transparency for the application of effective safeguards becomes more and more important. The most important transparency must be the openness of national nuclear material inventories. Japan disclosed the national inventories every year through the White paper on nuclear energy in Japan. This disclosure also shows the domestic and international movement of nuclear materials in which Japan controls. Person days of national inspection are also disclosed by the White paper. The person days will be presented attempting comparison with related IAEA person days. Japan is the only country making public its national nuclear inventories of all categories, including plutonium. This transparency is the Japanese attempt to give the world assurance of no-diversion.
