Abstract
The PPS project plan has been developed for the production areas at OAO Machine-Building Plant (OAO MSZ) in Elektrostal, Russia. The plans provide for the production processes for fuel assemblies being moved from four existing buildings into one. Project plan documents were prepared based on tests which determined the list of areas of vulnerability in the buildings and potential threats from both external and internal intruders. The consolidated production facility PPS project plan includes several technical designs which have successfully demonstrated their effectiveness in already existing PP systems within other technical areas on the site. This PPS for the production facility will be integrated into the main site’s PPS. It will also be integrated into the MC&A system for the purpose of eliminating possible internal threats. The project plan development stage included the preliminary evaluation of the PPS building design efficiency. This evaluation showed that the PPS is sufficiently effective against all types of scenarios. Measures designed to provide PP, nuclear, fire, and information safety, as well as MC&A measures, were successfully coordinated with outside coordinating agencies. As a result of the preliminary evaluation, we have concluded that the final version of the system meets all current regulatory standards for physical protection systems. However, an evaluation of the PPS will be required at the stage of its implementation and integration at the site.
