Abstract
Infrastructure is an essential element underlying a fully functioning system of nuclear material protection, control and accounting (MPC&A). At the national, ministry, and facility levels, infrastructure provides consistent standards and expectations necessary to enable sites and other organizations to operate and maintain effective MPC&A systems long after upgrade activities have been completed. This paper will familiarize you with the nature and importance of U.S. MPC&A Program Infrastructure projects in Russia, the threat that Infrastructure projects are addressing as well as specific objectives, goals, statuses, and future plans.
