Abstract
Proposed treatments of Department of Energy spent nuclear fuel prior to disposition requires evaluation based on both non-technical and technical criteria. Decision techniques are neccessary to evaluate 1) technical and regualtory suitability of the proposed treatments for specific spent nuclear fuel, 2) Programmatic suitability of the proposed treatement, and 3) measurements of implememtation cost for the treatmemt route. The National Spent Nuclear Fuel Program has developed a moethodology to perform and combine these evaluations for specific cases of spent nuclear fuel that may not be directly disposable in the geologic repository. The methodology provides an integrated evaluation that helps form an overall judgement on the treatment apporoach. This general methodology can be used for many evaluations. This document presents the basis for development of the methodology.
