Abstract
In May 2004 the U.S. Department of Energy's National Nuclear Security Administration established the Global Threat Reduction Initiative (GTRI). GTRI's goal is to protect nuclear and radiological materials from theft, diversion or sabotage. Over 40 countries are cooperating with GTRI to enhance security of facilities with these materials. Recently, GTRI's domestic protection activities have greatly expanded. This paper describes the cooperative efforts between GTRI and Rutgers University and reviews the successes realized and lessons learned as a result of this partnership with a large state-owned academic institution. Discussion topics include: Initial site-security visits; successful target hardening; partnership with an on-site police force for alarm response and security system installation; complications in dealing with a University’s office of research and sponsored programs; and, training opportunities for on-site responders.
