IMPLEMENTATION OF MANAGED ACCESS AT THE PORTSMOUTH GASEOUS DIFFUSION PLANT

Abstract
Managed access processes have been implemented for international visits at the Portsmouth Gaseous Diffusion Plant, in support of the IAEA Verification Experiment and Russian Transparency Monitoring Visits in USEC leased areas of the site. Managed Access processes have included both physical and administrative controls identified through multi-discipline security evaluations that were performed well in advance of the visits. As a result, proprietary, sensitive, and classified site interests have been afforded appropriate protection, while providing international visitors the levels of access required to support their missions at the site. This paper summarizes the implementation of Managed Access processes by USEC at the Portsmouth site, from a lessons-learned perspective
