Abstract
Complementary access under the Additional Protocol is an important component in strengthened safeguards. It can provide the IAEA with a greater understanding of a State’s nuclear fuel cycle, resolve questions and inconsistencies that arise through information analysis and serve as a deterrent to undeclared nuclear activities. The implementation of complementary access in Canada demonstrates these qualities. A discussion of the preparations for and experience in implementing complementary access may assist others in doing the same.
