Abstract
Appraisal activities conducted by the Department of Energy ( DOE ) Office of Enforcement and Oversight (hereafter referred to as Independent Oversight ) include inspections, independent reviews, follow - up reviews, targeted reviews, special reviews and operational awareness activities. Appraisal reports typically include a section entitled, “Opportunities for Improvement” or OFIs. OFIs are suggestions offered by the Independent Oversight appraisal team that may assist line management in identifying options and potential solutions to various issues identified during the co nduct of the appraisal. OFIs are not mandatory and do not require formal resolution by management through a corrective action process. Independent Oversight appraisal team members apply a broad range of knowledge in their individual topical areas of expe rtise, or insights related to the observed benefits of varying methods of program implementation across the DOE complex , when developing OFIs. The intent of these OFIs is to enhance the efficacy of the program element being reviewed or to provide recommen dations for efficiently correcting identified problem areas .
