Abstract
This paper is dealing with how to apply a cooperative threat reduction(CTR) program in connection with North Korea nuclear issues. The fluctuation of North Korea nuclear issues in the 1990s and the last decade has shown us a strong feasible aspect and at the same time a difficult dimension of the CTR programme vis-a-vis North Korea. As a series of political and technical discussions, the disablement and ultimate dismantlement of the nuclear programs of North Korea are going on among the related 6 countries in the North East Asia(NEA), it’s very meaningful for us to formulate a way how to apply a CTR programme to North Korea. For this purpose, I’m trying to clarify political, social and economic characteristics of the nuclear issues of North Korea. To find out its ways of application, I’m going to see common points and differences in comparison with the CTR program applied to the Communist Bloc after the end of the Cold War. Based on this analysis and comparison, I’ll try to clarify nuclear nonproliferation aspects of CTR programs in connection with the case of North Korea. These efforts must accompany a detailed technical description on its ways of application to North Korea. This paper will mainly take a comparative and historical method, which is focused on the facts and policies expressed.
