Abstract
The Department of Energy National Nuclear Security Administration’s Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide. GTRI's Domestic Threat Reduction program works to further increase the protection of radiological sources located at public and commercial facilities in the United States. In 2008, GTRI established a Response Force Training Program (RFTP) to provide response force training for sites where GTRI upgrades have been installed. The RFTP provides a structured training that will complement the installed security system by enhancing the tactics, techniques, and procedures (TTP’s) used by the security personnel who may respond to incidents involving radioactive material. Training includes the effective use of GTRI issued security and detection equipment and provides a knowledge base of radiological safety when responding to attempted theft or sabotage of protected radioactive material. Training focuses on the strategy of containment, consistent with the GTRI Protection and Sustainability Criteria document. This strategy relies upon off-site response forces to supplement the on-site security force to contain and/or neutralize an adversary.
