GAN'S APPROACH TO ASSESSING AND IMPROVING INSPECTIONS EFFECTIVENESS

This paper provides a brief overview of recent orders, directives, regulations issued by the Russian Federation. Also addressed are practical results of the program system for nuclear material physical protection, control, accounting (MPC&A) in Russia. The restructuring of responsibilities in Russian federal agencies for material protection control and accounting is reviewed. Special focus is placed on the role of Gosatomnadzor and other agencies charged with managing nuclear installations. Foreign support to the MPC&A development is also evaluated.
