Abstract
This paper describes the processes used by the Nuclear Regulatory Commission (NRC) to train and qualify staff to be material control and accounting (MC&A) inspectors and license reviewers in the Nuclear Material Safety and Safeguards (NMSS) program area. The objective of the qualification programs is to ensure the staff has the necessary knowledge and skill to successfully implement the NMSS fuel facility MC&A inspection and license review programs. NRC staff tasked with performing MC&A inspections and license reviews for fuel cycle facilities must complete the applicable training and qualification requirements, which include completing self-study course work, attending various training classes, accomplishing on-the-job training tasks, and appearing before a qualification board. This constitutes initial qualification. The programs also include requirements for refresher training and continuing training. The intent of the qualification process is to provide staff with sufficient information to perform program activities that are technically correct and in accordance with NRC regulations, policies and procedures.
