Abstract
In 2005, before implementing the Unattended Monitoring System (UMS), the IAEA and national safeguards inspection efforts used about 70% of the total Person-Days of Inspection (PDI) in the Republic of Korea (ROK) during the spent fuel transfer campaigns at Wolsung nuclear power plants. The ROK and the IAEA agreed that the new approach was applied for transfer campaign using the UMS with the mailbox declaration and the short notice inspections to decrease the inspection efforts and operator’s burden. This paper shows how the UMS was applied to verify spent fuel for transfer campaign, and the IAEA and national inspection experiences with the UMS.
