Abstract
In the current context effective and reliable personnel that obtain the required professional knowledge and skills in order not to allow the risk of errors in their activity is the most important principle of a nuclear site security. In the process of training – the acquisition of theoretical knowledge and exercise of practical skills – a preparedness to perform tasks accurately is formed, the personnel become competent. However, the implementation of this task in practice often faces many problems. The main of them are: disruption of theory and practice in training, continuity in personnel preparation, insufficient administrative control, lack of personnel motivation in advanced training, social and psychological problems of an individual and staff, etc. As a result, physical nuclear security culture level at such nuclear enterprises may lower, if it’s not considered when preparing the personnel. The paper covers the experience in implementing a system approach to enterprise personnel training in the nuclear security culture area that envisages logical action sequence: from determination of scope of functions and requirements needed form quality work performance to detailed elaboration of the training process, development of tutorials and methodical materials and training carrying in order to estimate the acquisition of this scope of functions and its reinforcement during case study carrying. The paper also presents the results of the pilot training courses for personnel of the Russian nuclear enterprises in the area of accountability, control and physical protection of nuclear materials
