Abstract
This paper describes the specifics of Material Control and Accountability (MC&A) inspection oversight at a plant for spent fuel recycling. The process and organization of oversight is described covering the overall inspection plan; what is inspected at each different part of the facility; what inspection tools are currently used or could be used in future; and what criteria can be applied to the evaluation of the MC&A system. A table is shown defining oversight activity at each different part of facility, both current and prospective (in case of new equipment and/or procedures). This table is based on the analysis of results from oversight activities of the facility’s MC&A system. Also the frequency for different types of oversight activities is shown in the table. The frequencies proposed are a result of the evaluation of needs for oversight and the capabilities of the inspection office.
