Abstract
During the last fifteen years the activities for ensuring the safety and security of nuclear materials have been performed at RFNC-VNIITF with the support of the U.S.DOE National Laboratories. The up-to-date technologies for nuclear materials control, accounting and physical protection have been implemented and continue to be upgraded. One of the key physical protection subsystems is access control. The devices intended for personal biometric identification by hand geometry developed at RFNC-VNIITF are being successfully implemented at VNIITF. This paper discusses how to enhance the effectiveness of access control systems at nuclear facilities. One of the possible options is to implement access control based on multi-biometric identification, i.e. personal identification based on parallel use of several biometric identifiers. The major biometric technologies were compared by several criteria and the most suitable one was selected. The data integration problem was addressed in multi-biometric systems. The block diagram of the multi-biometric access control system will be presented.
