Abstract
The enhanced curriculum for the Strengthened Safeguards System has the overall objective of providing inspectors with the skills and knowledge needed to better detect undeclared nuclear material or activities in States with both Comprehensive Safeguards Agreements and Additional Protocols in force. The overall strategy for addressing these needs started at the time of “Programme 93+2”, when the first concepts of enhanced training were developed and the first courses were developed and implemented. The Strengthened Safeguards System has now reached an advanced stage – the training strategy has kept pace with the developments in this area and the curriculum for the Strengthened Safeguards System has been modified accordingly. This paper describes the latest thoughts on and the training strategy for a methodological and comprehensive set of courses, workshops and exercises that comprise the core curriculum and the skill-oriented courses that support and complement the core curriculum, including a number of “Human Factor” courses applied in Additional Protocol activities.
