Abstract
According to the long term strategic plan of the IAEA department of the safeguards, capability of the inspectors is one of the key to achieve the safeguards goal. The implementation of the safeguards training, however, is dependent on the availability of facilities. Usually, access to the nuclear facility is limited by the security, confidentiality of the facility. Moreover, in case of the bulk handling facility, availability is less because of the commercial operation. During the training, some part of it should stop operation to be used in training. A virtual environment for learning can solve these limitations. We can replace some course work with training software. Sometimes it will be more effective to use scale down software to be familiar with the facility, especially with complicated process. We developed the training software for the fuel fabrication facility based on the IAEA training manual on the bulk handling facility. The viewer was designed as 3-dimensional. Interactive modules for the explanation of each fabrication process and key measurement points were developed as 2-dimensional. The software has six different rooms which represents six main processes. Each of the rooms is equipped with verification devices with animations that show the installation of the device, verification activities and reporting. Training software package also includes the evaluation module. This software can help the trainee better understand how nuclear materials are processed and safeguarded before inspection or review key verification activities at fuel fabrication facility. At the same time, it will help the lecturer can explain the procedure and physical shape more easily. Used together with onsite training, we hope it to improve the effectiveness and efficiency of the training. Testing results will be reviewed and evaluated after being used in the training course for the IAEA inspectors.
