Abstract
The Material Protection Control and Accounting (MPC&A) Program has been working for several years with the Russian Methodological and Training Center (RMTC) to implement training and methodological support programs related to Material Control and Accounting (MC&A). This cooperation will continue throughout the next few years as courses are updated/maintained, methodological support provided, and an MC&A equipment-testing center established. As this work continues, it is important that not only are the near-term, easily identifiable activities conducted, but also the long-range vision is considered and appropriate plans are prepared to ensure that the work is being addressed in the proper priority. In addition, it is also important that the RMTC understands and identifies the necessary resources to complete the work. At present the most important and urgent goal for the RMTC is to understand and achieve a level of sustainability at both the existing level and that which will be needed in 2007-2008 and beyond. To evaluate the resources and activities needed to reach this level of sustainability, the RMTC developed a comprehensive Out-Year Planning Document (OPD). This document encompasses all of the MPC&A activities that are being conducted or are expected to be conducted within the RMTC Project within the next five years. It includes all aspects of MPC&A Program cooperation with the RMTC: MC&A training, measurement techniques and equipment testing, equipment certification activities, publishing, software development, website development, methodological support, etc. The Out-Year Planning Document was prepared, in part, using the Microsoft Project softwarescheduling tool. It is intended to be a resource-loaded schedule based upon existing knowledge of RMTC sustainability needs for the next five years. This paper will briefly present the main results of the RMTC Out-Year Planning Document and demonstrate the efforts and the path forward for the future of the RMTC.
