Development of Measurement Methodologies and Reference Materials in Support of Material Control and Accounting Programs at Rosatom State Corporation Facilities

Abstract
Within the framework of the United States (U.S.) – Russian Federation Material Protection, Control and Accounting (MPC&A) Program, a large amount of measurement equipment has been provided to Russian nuclear facilities for use in nuclear material control and accounting (MC&A) systems. Due to the requirement that attested measurement methodologies (MMs) and reference materials (RMs) are necessary to implement the equipment for MC&A uses at Russian facilities, an extensive joint effort has been underway to develop and attest different MMs and RMs necessary to measure characteristics of uranium and plutonium nuclear materials. This effort has been supported by the U.S. Department of Energy / National Nuclear Security Administration Office of International Material Protection and Cooperation, in coordination with the Rosatom State Corporation. This paper describes the activities and results related to development and attestation of different MMs and RMs conducted with scientific and technical cooperation between many Rosatom enterprises.
