Abstract
The Federal Nuclear Radiation and Safety Authority of Russia, Gosatomnadzor (GAN) is working to strengthen the regulatory oversight on safeguards of nuclear material in cooperation wit the U.S. Department of Energy's (DOE) Nuclear Material Protection Control and Accountability (MPC&A) Program. An important component of tis program is enhancing GAN's capability to license facilities and to inspect and verify the efficacy of the nuclear material control and accounting systems and the physical protection systems that safeguard Russian nuclear material. The DOE is assisting GAN to convert the current paper paper-based system into an auto mated system that incorporates modern data gathering, storage, analysis, and retrieval. The system is intended to enhance the capability of inspectors on the field who provide the day-to-day oversight of nuclear material at GAN-licensed facilities. The automated system will allow GAN to identify discrepancies on material balances and determine common problems and trends among licensees as wall as track corrective actions. Consequently, the system will allow schedules, material measurement systems, physical protection upgrades, training needs, measurement instrumentation, TID management, and a series of other MPC&A functions built into the system.
