Abstract
The sustainability of upgrades completed under the United States Department of Energy (DOE) Material Protection, Control and Accounting (MPC&A) Program is on-going at the Ural Electrochemical Integrated Plant (UEIP) located near Yekaterinburg, Russia and the Electrochemical Plant (ECP) located near Zelenogorsk, Russia. While the initial planning of the framework for a MPC&A Site Sustainability Program at these two sites was predominantly accomplished in 2004 in cooperation with the United States Project Team (USPT), the need was recognized in 2006 for a more comprehensive and directed implementation methodology. Consequently, the USPT, in cooperation with UEIP and ECP, has implemented an innovative approach supporting the development of a comprehensive enterprise-wide Program at each site that utilizes earned value project management concepts to ensure measurable progress and to reward comprehensive and detailed planning. This paper presents the conceptual basis of the Program, planning and contracting strategy, and facilitation of information transfer between the USPT, UEIP and ECP.
