Abstract
This paper describes the recommended approach for the U.S. site technical teams to identify training resources at Russian sites and support the Russian specialists in developing site specific Material Protection Control and Accounting (MPC&A) training on installed systems using established Russian training methodologies and existing subject matter expertise. In the steady-stated operation of a national MPC&A system, the federal government must provide resources to assure that all MPC&A practitioners are well trained and can carry out MPC&A duties in compliance with federal regulations and site policies. A critical portion of those resources is training. Central training facilities are needed to maintaining training materials that are current, consistently delivered to all sites and in concert with current MPC&A regulations. Steps must be taken at the Russian sites to ensure that MPC&A expertise is developed and maintained. The U.S. MPC&A Program will be able to utilize the existing Russian and experience in training to accomplish this.
