THE DEVELOPMENT AND IMPLEMENTATION OF MPC&A/SECURITY CULTURE EVALUATION CRITERIA

As part of the cooperative US-Russian program to upgrade MPC&A systems, equipment, and operations at Russian nuclear facilities, a project designed to strengthen MPC&A culture at the facilities was established. In order to evaluate the impact of the project on MPC&A culture at facilities, the project team developed an MPC&A culture self-assessment model with specific standards and criteria to be used for evaluating the level of MPC&A culture at a specific site. This paper will present the specific MPC&A culture assessment standards and criteria as well as discuss the planned implementation.
