Abstract
The continuous evolution of nuclear safety has recently coined the term 'safety culture' to describe the environment at a nuclear facility that either promotes or inhibits safe operation. The concept of safety culture has led some to question whether or not a security culture should exist as well. This raises many questions. How do employees correlate safety and security? How does management prioritize safety and security? How can one measure and evaluate a plant's security culture? How can senior management effectively change a plant's security culture? This paper attempts to answer these questions and promote the importance of security at all nuclear facilities.
