Abstract
A proposal for a modular approach to the design, development and manufacture and integration of instruments utilized in safeguards applications is presented. The proposal is generalized to present a system to encompass the population of instruments utilized in the Non-Destructive Assay (NDA), Containment and Surveillance (C&S) regimes currently utilized by International safeguards organizations. Opportunities for standardization at various levels are presented, including: instrument implementation, data transmission, inspectorate review and security considerations.
