DELTA 2000: A CRYPTOGRAPHICALLY SECURE NETWORK APPLIANCE FOR SAFEGUARDS APPLICATIONS

Abstract
This paper discusses the development of an IAEA ISIP-compliant communications platform for integrating legacy equipment for remote monitoring and unattended monitoring for safeguards applications. An Aquila/Canberra engineering team has been working to integrate the Delta 2000 communications platform with instruments such as the GRAND, JSR-12, JSR-14, and the IMCA. For example, the marriage of Aquila’s Delta 2000 and Canberra’s JSR-14 provides the first advanced multiplicity shift register that is I2SIP-compliant and therefore suitable for remote monitoring applications. Using that platform as an example, this paper also describes some of the not-so-obvious impacts that remote monitoring has on the structure and operation of Safeguards analysis and review software.
