Abstract
The PLutonium Reactor Production Agreement (PPRA) was negotiated and implemented to cease production of plutonium for weapons use in the US and Russia. I requires that shutdown reactors not be restarted, that cores be converted in Russian production reactors, and that no plutonium produced after entry-into-force be used in weapons programs. The current agreement was signed in september 1997, with initial technical visits in early 1998. The Defense Threat Reduction Agency (DTRA) provides implementation support to the Department of Energy (DOE), the executive agent for the PPRA. In particular, DTRA provides escorts for Russian visits to US facilities under the PPRA. DTRA provides inspection support for US activities in Russia under the agreement, to include inspection of Russian production reactors and plutonium storage facilities.
