Abstract
The year 1999 presented many opportunities for the successful implementation of transparency measures associated with the United States (US)/Russian Intergovernmental Highly Enriched Uranium (HEU)Agreement. Most importantly, a March 1999 arrangement for Russia to sell natural uranium component of the low enriched uranium (LEU) delivered under the Agreement was consummated. This allowed Russian processing of HEU to resume, after deliveries had stopped for about six months. Final agreement was also reached on the installation of US equipment to continuously monitor the downblending of HEU to LEU at the Ural Electrochemical Integrated Enterprise (EUIE) facility.
