Abstract
The IAEA is moving towards implementing an integrated safeguards system that incorporates strengthened safeguards components based on comprehensive safeguards agreements and additional measures as reflected in the Additional Protocol. As the Agency implements new safeguards tools and begins to carry out additional verification measures, there is a need to carefully evaluate how measures can be used individually and as part of the system to meet safeguards objectives. This paper examines some of the issues associated with characterization of information and data from individual components, discusses the utility of relational data analysis to authenticate system performance, and examines the architecture for integrating enhanced safeguards tools into a functional safeguards system.
