Consideration on illicit trafficking, insider threat and the ways to combat illicit trafficking

Abstract
The Institute of Nuclear Materials Management (INMM) held its fifth workshop on “Reducing the Risk of Radioactive and Nuclear Materials” on March 21-23, 2011 in College Station, TX. The Illicit Trafficking Panel studied the issues of trafficking, insider threat and the challenges in addressing trafficking. The panel, comprised of US and foreign experts representing a variety of organizations, including governmental agencies and a private company, considered illicit trafficking in nuclear and radioactive materials, connection to insider threat and the best practices to address them. This paper presents some of these views and reviews discussions.
