Abstract
Material Protection, Control, and Accounting (MPC&A) systems are being deployed at several Russian Navy nuclear fresh fuel storage facilities, the Russian Research Center Kurchatov Institute (RRC KI), and other facilities to protect Special Nuclear Material (SNM) from theft or sabotage. In order to maintain and operate these systems, the MPC&A personnel at these sites require training. Training is also an important element for effective operations and sustainability of MPC&A systems. Regional training centers are being built to facilitate the training of MPC&A personnel from various Russian MPC&A sites. The Kola Technical Center (KTC) is one of the regional training centers being built for just this purpose, and a training management tool is needed to effectively administer the training program at the center. We present a multi-language computerized system, called the “MPC&A Training Program Management System,” for planning, scheduling, managing, and tracking training requirements, courses, students, and personnel so that management can effectively administer the MPC&A training program at KTC and other facilities. Users of the system include managers and training coordinators at regional MPC&A training facilities in Russia. The system was developed using a commercial off-the-shelf system (COTS), along with plug-in models that provide scheduling and multi-language (Cyrillic/English) capabilities. This hybrid system meets the major requirements for KTC training functions. The system will enable the Russian Federation (RF) Navy management to plan and operate MPC&A training facilities and schedule courses and resources (students, equipment, instructors, classrooms, etc.) at training facilities. The system can provide similar capability to other technical centers within the International Material Protection and Control (IMP&C) program. The system will allow IMP&C project leads to effectively analyze regional technical center needs and schedule required courses.
