Abstract
The experience and results of creation of the computerized nuclear materials control and accounting system at SIA Luch is described. The system includes a complex of the developed regulating documentation (MC&A plan, procedures, instructions, etc., about 70 documents in total), organized six materials balance areas with mastered technology of bar coding and fast physical inventories and 18 key measurements points equipped with measuring tools. Two computer networks support communications. Networks are based on the newly created communication infrastructure consisting out of main cable system between buildings processing NM with structured cable systems in buildings and network equipment of CISCO. One network is intended only for maintenance accounting operations and works with confidential information. The original applied software LuchMAS is used in this network. The other network serves for data processing of destructive measurements with use of the original software SULIKO. Besides, this network is used for personnel training, improvement of the new software versions, demonstration the whole system operation, and for operative document circulation. The experience of step-by-step computerized accountability development appears to be interesting. Socalled computerized items accounting was mastered in the beginning, when data entered in a data base have no characteristics of mass, but they allow to control containers with material. MBAs were consecutively computerized and connected to a network. The experience of such control within two years made it possible to master computer technology of accountability by personnel involved into accounting. Thus, the implementation of the simplified items accounting has allowed: 1) to create and to work out a basis of a complete computerized accountability; 2) to supervise NM at a level of containers; 3) to train personnel to new technology. After implementation of items accounting all MBAs will transit to a full-scale computerized accounting. Creation and operation of various upgrades of computerized accounting system within five years with participation practically all of U.S. National Laboratories have allowed to accumulate unique experience, which can be used for implementation of NM accounting at other enterprises.
