COLLECTION, ANALYSIS AND DISSEMINATION OF OPEN SOURCE SAFEGUARDS-RELEVANT NEWS USING WEB BASED APPLICATIONS

Abstract
As part of the European Commission’s (EC) support to the IAEA Department of Safeguards, the Division of Information Management (SGIM) and the EC’s Joint Research Centre (JRC) are currently implementing a joint activity to advance the effectiveness and efficiency of open source information collection and analysis by the IAEA. One of the objectives is to provide tools supporting SGIM in the production of SGIM Open Source Highlights, which is a daily news briefing consisting of the most pertinent news stories relevant to safeguards and non-proliferation selected from a review of hundreds of articles from a wide array of specifically selected sources each day. This joint activity is based on JRC’s Europe Media Monitor (EMM) and NewsDesk applications: EMM automatically collects and monitors news articles from a pre-defined list of websites, and NewsDesk allows manually selection of the most relevant articles from the EMM stream for the production and dissemination of a newsletter. The joint activity covers the evaluation of EMM/NewsDesk for IAEA purposes and its possible customization to IAEA requirements. This paper discusses the current workflow for the production of SGIM Open Source Highlights and describes the EMM and NewsDesk capabilities. It details the ongoing joint activities to streamline the production of SGIM Open Source Highlights and proposes future efforts to provide more effective and efficient coverage of open source news items to support a safeguards system that is fully information driven.
