China’s Fissile Material Production and Its Policy

Abstract
China has not declared officially that it has ended HEU and plutonium production for weapons. Based on newly available Chinese public sources, this work further reconstructs the history of China’s production of highly enriched uranium (HEU) and plutonium for nuclear weapons. The paper will further discuss the policy implications of the history of China’s fissile material production, and examine its impacts on China’s possible attitude to an FMCT negotiation and involvement into the process of the multilateral nuclear disarmament.
