Abstract
International non-proliferation is an international security regime which has a complex structure. Since the regime founded, it has been responsible for nuclear non-proliferation and the peaceful use of nuclear energy. However, due to the regime’s limitations, the imbalance between the nuclear powers and non-nuclear states, the radical changes of the international environment and other factors, international non-proliferation regime is facing many challenges in present time. By analyzing the binding dilemma of international non-proliferation regime will help us recognizing the problems of the regime itself, and strengthen the regime`s legally binding force on every member states, even those non-members states who are voluntarily take part in the collective security regime. Ultimately achieve the maintenance of world peace and security, sharing the benefits of nuclear energy.
