Abstract
The Safeguards First Principles Initiative (SFPI) testbed was implemented in the 9215 Material Access Area (MAA) at the Y-12 National Security Complex on Monday, January 8, 2007. This initiative is being promoted and sponsored by the National Nuclear Security Association (NNSA) Safeguards and Security Headquarters Office. The Y-12 9215 MAA is one of two test beds for the NNSA Complex. After the completion of the initial testbed on April 20, 2007, an evaluation of the SFPI was completed to determine the approach to implementation for the remainder of Y-12 and the NNSA Complex. The objective of this initiative is to allow the sites to define the activities that most effectively accomplish the intent of the regulatory requirements for material control and accountability. This paper discuss the lessons learned from the Y-12 Testbed and the plans for implementation of the SFPI for the remaining material balance areas (MBAs) at Y-12 that contain special nuclear materials.
