Abstract
An essential element of nonproliferation strategy and politics performed in the Republic of Kazakhstan is export control of nuclear materials and technologies and dual use materials. Key element in the export control structure is a system for licensing of export of nuclear materials, equipment and technologies and dual use materials relating to nuclear activity. Effective management of the activity on export control of nuclear and non-nuclear transfers in Kazakhstan in current conditions is a complex issue and requires maximum possible automation. Implementation of new technologies in nuclear export control is aimed at the project of automated license system (ALS) STORKE (System TO Review Kazakhstan Exports) for Kazakhstan Atomic Energy Committee (KAEC, government regulatory bodies of Kazakhstan in the nuclear field) and Institute of Atomic Energy (IAE, Technical Experts). The project ALS STORKE has been developed by scientists of the IAE together with colleagues from the USA within the international collaboration in the field of nonproliferation between the Republic of Kazakhstan and the United States of America. ALS STORKE is developed as an information system oriented on the work with documents. By that a possibility to work with different types of documents both with papers and files is provided. The system provides with protection from unauthorized access to information both during storage and transfer of data. Creation of the automated license system is targeted at the following: organization of united information area and communication channels connecting different territorially distributed organization consolidated with common licensing process; cardinal reduce of the passing time for information necessary to make decisions; introduction of common standard for work with electron files providing with protect ability, controllability and accessibility of documents; automation and increase of effectiveness of employees and divisions work by implementation of specialized applications and means supporting grouped work. As a result of using the automated license system, KAEC and IAE are provided with: useful and convenient conditions for system users work; united informational storage of documents; no lost documents; united system for recording of all documents; quick and reliable access to the information according to user rights and simultaneous protection of it and etc. The experience of development of the ALS STORKE can be successfully used for developing automated license system of nuclear export, export of arms etc.
