Abstract
Strategic Items/Technology owned by KAERI (Korea Atomic Energy Research Institute) can be transferred through a variety of mechanisms based on both tangible technology transfer and intangible technology transfer (ITT). Recently, the concept of ITT control on an export transfer was newly issued in Korea, even though foreign countries such as the USA and EU have been performing it from the mid2000s. In compliance with the guidelines of an international export control system such as NSG and UNSCR 1540, the Korean government enacted laws and regulations on export control and revised them with ITT export control in Jan. 2014. The revised laws and regulations were designed to control the ITT such as E-mail, Fax, telephone communication, and oral transfer at the meeting. As of now, KAERI has controlled only tangible technology transfers. This is the right time to regard the export transfers related to the intangible technology. To satisfy this requirement, KAERI is developing and setting up new methods for application of ITT control. Considering the current methods for export control including ITT, KAERI should continuously provide the employees with informative education on the importance of ITT control and set new management methods as the CP(compliance program) given by the regulatory body of the Korean government and a Web-based system easily control it. This paper aims to find the best implementation and practice for the application of ITT to the KAERI export controls.
