ANALYSIS OF REALISATION OF THE ?ODEL SITE IN PHYSICAL PROTECTION AT \"LUCH\"

Abstract
The work upon the model site was established at the 8-th session of the Joint Coordination Committee (JCC) held in March, 2006. Being based on existing standard base, experience of spent modernization, perspective reasons LUCH has made proposals to bring system of physical protection (PP), to full conformity to normative base (NB) from 31 points (total 56 points PP + Control & Account of Nuclear Materials). After the coordination of offers with the American Project Team the three-year plan of the Model Site project from 21 points (total 37 points), confirmed in Rosatom (Plan), and had been made. First contracts on this plan’s implementation were concluded with Brookhaven National laboratory (BNL) in September 2006. Ten points which were not entered into the Plan were where teamwork had already begun by September 2006, where the work spent by LUCH was with use of Rosatom means, and where work was not directly addressing the requirements NB. LUCH's financial resources provide the organization of all work, additional measures on reduction of risks, infrastructural maintenance, the decision of questions for coordination of projects, certifications of equipment, licensing of work, and partial covering of expenses for installation work. American Side's financial resources provide equipment delivery, assembly and start-up and adjustment work. By December 27 2010, 30 contracts for Plan realization in PP direction have been concluded, including 6 contracts of incorporated tasks for PP and Control & Accounting of NM. From them it is completely finished -19, it is finished of technical realization - 3, in a stage of realization of technical decisions - 4, and in long contracts- 4. Concurrently with the work upon the model site, the efforts on material consolidation and conversion, nuclear security culture, and others has continued. The essence of spent work was the introduction of new PP components and modernization of existing systems for satisfaction of requirements NB. The basic directions of PP work includes: working out of the conceptual project on physical protection, modernization of PP subsystems on perimeter, introduction of additional improvements in \"nuclear\" buildings, modernization of system of video supervision, creation of a class for training to PP questions, and creation of the normative base of the enterprise for efficient control of safety system. Within the limits of the Model Site project a radical modernization (reconstruction) of the central storage facility and components of PP system for it is spent, including LUCH's saved up experience . Within the limits of cooperation, but outside the limits of the Model Site project, an installation of new security system \"Zirconium-M\" which will integrate all components PP at the enterprise has being carried out. As of December 2010 there is a backlog from the planned termination dates of contracts caused by installation of system \"Zirconium-M\" at the operating enterprise without a stop of production programs and difficulties of switching on “Zirconium-M” and debugging of components of existing PP subsystems without increase in risks of safety for NM. Close cooperation between the LUCH’s specialists and US Project team, control and assistance provided by the Project supervisors benefit to implementation of the model project.
