An Analysis of Advanced Safeguards Approaches For New Large-Scale Uranium Enrichment Plants

Abstract
A team of international nuclear safeguards experts and specialists were funded by the U.S. Department of Energy, NNSA Office NA-243, to consider and evaluate a spectrum of options for safeguarding new large-scale gas centrifuge enrichment plants. The team evaluated the current model approach as applied by the International Atomic Energy Agency “IAEA” and incorporated additional safeguards measures to address existing issues with the current model approach, needed especially for large and more complex enrichment plants. The results of this study are presented, along with recommendations for how these measures could be potentially developed and implemented at gas centrifuge enrichment plants around the world.
