ADDITIONAL PROTOCOL IMPLEMENTATION AT NRC-LICENSED LOCATIONS

Abstract
The U.S. Nuclear Regulatory Commission (NRC) will have responsibility for ensuring compliance with the “Protocol Additional to the U.S.-IAEA Safeguards Agreement” (Additional Protocol) requirements at the NRC- and Agreement State-licensed locations subject to the reporting requirements. Licensees are expected to report information under most of the reporting categories. NRC is expanding the regulations under Part 75 of Title 10 of the U.S. Code of Federal Regulations (10 CFR), \"Safeguards on Nuclear Material - Implementation of US/IAEA Agreement,\" to require licensees to submit the information required under the Additional Protocol and to provide the International Atomic Energy Agency (IAEA) with access to those licensee locations to which the IAEA requests access. NRC is preparing guidance documents to further explain the requirements and actions that must be taken by licensees to comply with the requirements. In addition to developing regulations and guidance, the NRC is also informing the licensee community about the Additional Protocol, identifying those licensees that will be required to report, and developing means to collect and review the licensee reports.
