Abstract
Sandia National Laboratories has participated in the development of access delay upgrades for both transportation and fixed sites through the US Department of Energy(DOE) Material Protection, Control and Accountability (MPC&A) projects in the Former Soviet Union (FSU). These designs were developed jointly with FSU security and operations counterparts based on a systems approach including reviews of threat guidance, existing physical barriers, site material characterization, site operations, response titmes and vulnerability analyses.The jointly developed designs have incorporated US access delay philosophies. This paper will present several access delay upgrades that have been designed and installed in the FSU including: interlocking concrete blocks over special nuclear material (SNM) storage trenches, heavy steel grating SNM storage vaults and enclosures, vehicle barriers, SNM container tiedowns, vault doors and locking systems.
